NO DUBAI OFFICE. Real Dubai work.

I’ll start with what you might be wondering. We’re based in Gurgaon, India, not in Dubai, and I won’t dress that up with a virtual address. What I can show you is real UAE work. For OCP Medical Center in Dubai, Google, Meta and SEO together delivered 500K+ leads in two years, with 25 to 30% of those leads converting.

Healthcare in Dubai taught me something about this market: the rules matter. The Dubai Health Authority bans claims like “the best” or “100%” in medical ads, and the UAE Media Council now licenses promotional content. Plenty of agencies find this out when a campaign gets pulled. I’d rather plan for it from the start.

Dubai is also a market where cost per lead can look fine while lead quality decides everything. Property, healthcare, education and travel all attract forms full of people who were never going to buy. So we measure what turned into a booking, a visit or a sale, and we teach the platforms to find more of those.

Our working day sits almost entirely inside yours. You get senior people on calls at times that suit Dubai, a weekly view of what changed and why, and ad accounts in your own name, billed to your own card.

THE DUBAI AD MARKET, as I see it.

DUBAI, UAE

Advertising in Dubai comes with rules, seasons and language choices that many agencies treat as an afterthought. I plan around them first.

01

Promotion now runs on permits

The UAE Media Council’s Advertiser Permit covers paid and unpaid promotional content, and the council urges companies to work only with licensed creators. Individuals promoting their own business on their personal accounts are exempt, but any creator you hire should hold a permit.

02

Health ads have their own rulebook

The Dubai Health Authority’s rules for clinics and doctors on social media ban claim words such as “the best”, “100%”, “safest” and “no side effects”, and require treatment risks to be stated. Medical ads that ignore this don’t last long.

03

VAT applies to ad spend

The UAE’s VAT rate is 5%, and ads bought from platforms supplied from abroad usually fall under the reverse charge for VAT-registered businesses. It’s often neutral for fully taxable firms, but it has to be accounted for. Confirm the treatment on your own invoices with your accountant.

04

The calendar reshapes the auction

Ramadan 2027 is expected to begin around 8 February, subject to moon sighting, and peaks like White Friday and the Dubai Shopping Festival change both costs and behaviour. Budgets, creative and opening hours should bend around the calendar.

WHAT DUBAI FOUNDERS ask me.

REAL QUESTIONS, ANSWERED PROPERLY

How much do marketing agencies charge in Dubai?

Published UAE ranges run from about AED 1,500 to AED 15,000+ a month for digital marketing, and around US$1,800 to $6,000 a month for performance marketing management, excluding the ad spend. Those are agency and directory figures, so treat them as bands.

The spread is wide because the work is. A freelancer running one Meta campaign and an agency handling Google, Meta and TikTok in two languages, with tracking, creative and weekly testing, are not the same purchase. The worry behind the question is usually paying Dubai prices for very little, or getting a cheap quote that leaves out the parts that matter.

So compare scopes. Ask what’s included: tracking setup, creative production and refresh, Arabic work, landing page advice, reporting from your CRM. Ask whether the ad spend goes on your card or through the agency, because markups can hide in a combined invoice. And ask what number they’ll be measured on.

For transparency, we scope every engagement after an audit, agree the retainer in writing, and keep ad spend billed to your own card.

My rule: compare what each quote will do in the first 90 days, not the monthly figure.

How much does Facebook advertising cost in Dubai?

There’s no fixed rate. Meta prices ads in an auction, so cost depends on your audience, creative, season and competition. For leads, one Dubai advertiser on Reddit reported paying about $7 to $15 per lead, but treat that as one data point, not a benchmark.

The question behind the question is usually “what budget do I need?” Work backwards from your goal. Decide what a qualified lead or sale is worth to you, estimate how many you need each month, and give the campaign enough budget to collect a meaningful number of results. Meta’s system needs roughly 50 optimisation events per ad set in a week to leave its learning phase, so tiny budgets stay stuck guessing.

In Dubai, cost per lead can look healthy while quality is poor, especially in property, travel and education. A $10 lead that never answers costs more than a $40 lead that books. So measure cost per qualified lead from your CRM, not cost per form fill.

Costs also move with the calendar. Ramadan, White Friday and the Dubai Shopping Festival change both prices and behaviour.

My rule: budget for enough qualified results to learn from, then judge on what those leads became.

Do I need a UAE Advertiser Permit to run ads for my business?

It depends who is posting. Reporting on the UAE Media Council’s Advertiser Permit says individuals promoting their own business through their personal accounts are exempt, while creators promoting others need a permit. For your company accounts and any creator you hire, check the Media Council’s current guidance before you launch.

The permit was announced in July 2025 and covers paid and unpaid promotional content on social media. Reporting at the time said it would be free for the first three years, with visitor permits for people promoting while temporarily in the UAE. The council also urged companies to work only with licensed creators, which matters if your marketing leans on influencers.

For most businesses running standard ads through Meta, Google or TikTok business accounts, the practical question is the creator side. Before you brief anyone to post about you, ask to see a valid permit. Penalty figures vary between reports, so rely on the Media Council’s own guidance rather than summaries.

That’s also why I keep a clear line between ads and creator content in our plans. Creator posts can help, including for AI search visibility, but they have to be done within the licensing rules.

My rule: run ads through your own business accounts, and only work with creators who can show you their permit.

Should my ads in the UAE be in Arabic or English?

Test both where your buyers speak both, and never machine-translate. In Dubai there’s no universal answer. Practitioners disagree, which tells you the right choice depends on your audience.

English reaches a huge share of Dubai’s population, and many advertisers run English-only successfully. But if your buyers include Emiratis, Arabic-speaking expats or customers across the GCC, Arabic creative can lift relevance and trust. Some advertisers notice Meta showing their ads in Arabic and wonder why, which usually comes down to the platform’s translation or placement settings.

The real risk is poor Arabic. Auto-translated copy reads badly, can change meaning, and is a known reason ads get rejected in the UAE and Saudi Arabia. If you go Arabic, have it written by a native speaker, ideally with Gulf phrasing, and make sure the landing page matches the language of the ad.

Technically, split campaigns or ad sets by language so you can see what works, rather than mixing everything and guessing. Give each version enough budget to produce real results before you judge it.

My rule: let your buyers’ language decide, test it cleanly, and pay for native Arabic or don’t run Arabic at all.

Which is the best performance marketing agency in Dubai?

The one that understands UAE rules and buyers, can show you real work in the region, measures from your own sales, and keeps your accounts in your name. A thread full of recommendations won’t answer that for your business.

There is a long Reddit thread on exactly this question, with well over a hundred comments, because Dubai founders struggle with it. Many have had a bad experience with an agency or a freelancer, and every agency looks good on its own website. The worry is paying premium Dubai fees for generic work.

Ask direct questions. Show me UAE results in a category like mine, with the timeframe and how you measured them. How do you handle Arabic, and who writes it? What do you know about the rules in my category, such as DHA claims for healthcare or licensed creators? How will you protect me from junk leads? Whose name are the ad accounts in, and whose card pays for the media?

Good agencies answer specifically and talk about tracking, testing and decisions. Weak ones talk about guaranteed returns.

Our UAE reference is OCP Medical Center in Dubai, where Google, Meta and SEO together delivered 500K+ leads in two years.

My rule: hire for proof in your category and transparency in the accounts.

Agency or freelancer for paid ads in Dubai?

At around $4,000 to $5,000 a month of ad spend, a strong freelancer can often do the job well. Once you’re running several platforms, two languages and weekly creative, or spending a lot more, a team usually pays for itself.

That budget comes from a recent thread where a Dubai business asked this exact question, and it’s a common crossroads. Freelancers are cheaper and more personal, and some are excellent. The risk is one person carrying tracking, creative, Arabic, Google, Meta and TikTok, plus holidays and other clients. Agencies bring several specialists and continuity, but you can end up paying for senior pitches and junior execution.

Whichever you choose, insist on the same basics. Accounts in your Business Manager and Google account, spend on your card, one agreed number measured from your CRM or store, a written 30-day plan, and weekly visibility of what changed. Check UAE experience, especially in a regulated category like healthcare or property.

At that spend level, our fee would be a big share of your budget, so I’d usually point you to a good freelancer first and suggest revisiting an agency once spend grows.

My rule: hire for the complexity of the work, not the size of the logo.

How do I improve lead quality from Meta ads for Dubai real estate?

Stop optimising for form fills and start optimising for conversations that turn into viewings. Dubai property attracts a lot of curiosity, and Meta will happily find you more of it if a form fill is all you ask for.

Advertisers in Dubai real estate regularly report cheap leads that never pick up, wrong numbers, and people who were only browsing. The causes are predictable: instant forms with no friction, broad audiences, creative that sells a lifestyle instead of a specific project, and no feedback from the sales team to the platform.

Here’s what I’d change. Use a higher-intent form type with a couple of qualifying questions, such as budget band, timeline, and whether they’re buying or renting. Consider click-to-WhatsApp, so the first touch is a conversation your team can qualify quickly. Be specific in the creative: location, unit type, price band, payment plan. Then connect leads to your CRM, mark which ones booked a viewing, and send that back to Meta through the Conversions API so the system learns.

Answer fast. In property, a lead contacted within minutes behaves very differently from one called the next day.

My rule: optimise for viewings booked, not leads collected.

What can clinics say in health ads in Dubai?

Stick to facts you can support, state the risks, and avoid the banned claim words. The Dubai Health Authority’s rules for clinics and doctors on social media are specific, and ads that break them get pulled.

Reporting on the DHA standards lists claim words that can’t be used, including “the best”, “unique”, “safest”, “100%”, “has no side effects” and “immediate results”. Ads also can’t claim one provider is better than another, treatment risks must be stated, and invasive procedures need a visible warning. Before-and-after content and patient testimonials come with their own consent requirements.

That changes how you write health ads. Instead of “the best dermatologist in Dubai”, describe what you offer, who delivers it and how to book. Show credentials, facilities and process. Let reviews and outcomes speak where the rules allow, with written consent.

It also changes how you run them. Keep a simple approval step for every ad and landing page, check claims against the rules, and keep records. It’s slower than firing off creative, but much faster than rebuilding after a rejection or a complaint.

My rule: if a claim needs a footnote to defend it, keep it out of a Dubai health ad.
